In my time, the worst crimes didn’t always come from kings or generals. Sometimes, they came from the folks no one was watching. Not because they were clever—but because no one cared. That’s how it is with Romani gangs.

Now don’t get it twisted—I ain’t painting the whole Romani people with one brush. Most just want to be left alone, same as anybody. But push a group to the margins long enough, tell ‘em they don’t belong in any country, and eventually someone starts takin’ what they can’t earn. That’s how some crews formed—out of exile, not empire.

From Italy to Sweden, France to the U.S., organized Romani gangs run some sharp operations: pickpocketing, ATM skimming, child theft rings, welfare fraud, traveling burglary crews. It’s not flash-and-blood like the cartels. It’s quiet. Mobile. Disguised.

These ain’t shootouts in the square. These are 14-year-olds cleaning out your wallet in the subway before you know it’s gone. Grannies distracting shopkeepers while crews empty shelves. Whole families moving from city to city ahead of the law like traveling circuses with a darker act.

And because they cross borders like ghosts, police can’t pin them down. No IDs. No fixed addresses. No paper trail.

But here’s the part folks miss: they thrive because governments fail.

No schooling. No jobs. No legal recognition. Just suspicion and slums.

I knew outlaws who chose crime. But some of these folks? They were shoved into it.

Still, that don’t mean you let it stand.

So how do you stop it?

Intelligence sharing. If one country boots a crew, the next one better know who’s coming. Invest in the kids. That’s the only long-term fix. And hit the enablers—fences, fake ID forgers, landlords and employers who look the other way.

Every pirate needs a port. Shut the ports.
